Didn't they say they fixed her last time too? But yeah, the language they are using to describe her is super not-promising in regard to her. Particularly how they avoid mentioning the word 'romance'.
At this point I'm hoping that they don't cut out the remaining references to her romance that are still in the game and say they fixed some triggers that were misfiring.
Anyways, I take that stuff about their vision being finalized earlier in the game with a grain of salt. Remember they were hyping up Minthara as a romance option and the Upper City basically a month before release.
Which wouldn't be excused even if it was something fixed in stone early in development anyways. The reason there's so many rustled feathers over the cut content is because it was cut so very....roughly....in the first place. There's just so many places in the game where the 'cuts' were so rough and it is obvious that something is missing. It's hard to feel like the game was shipped in a finished state sometimes.
