I'm a bit ahead of you in Act 2 and so far I fail to see the purpose of the tieflings from a story perspective. Is it 'normal' for a community of tieflings to exist in FR?

The Tieflings are the Kenny from South Park. More seriously, they're just basically your stand in for stigmatized and defenseless refugees. I really think they dropped the ball with Zevlor after Act 2.
