Yeah oneshotting is definitely a thing in this game.
I've seen my raging Wildheart Bear Karlach oneshotted. And it wasnt necrotic damage either (the only thing she isnt resistant against).
It does, but it is hardly an issue - downed enemy can be easily brought back to battle with any healing available or - or simple help action if nothing better is available.
