Situation: But he just stands in the camp and says the same two sentences without going to lake shore. I tried long resting, travelling to different region and back but it didn't work.
Is there a way to correct this issue because I can't reload to a previous save game...

Does your journal say anything.

I don't think Art being dead means the quest to be uncompletable. Because after I spoke with him through Speak with Dead spell, he told me about Thaniel. Then I told Halsin about this and he said to meet him at lake shore. So logically the quest progresses but in my case Halsin is just bugged and he won't go to Lake Shore. He is just chilling at camp with quest marker "go to lakeshore" on him

There is child you have to meet but I'm not sure at what point in the quest. I'm fairly sure it is before you go to the lake.

This happened to me in this way: Woke Art. Went to Lakeshore. Got my ass kicked. Went to buy more stuff. Ended up going back to Emerald Grove from Last Light Inn to see what that vendor had. When I went back, Halsin was no longer at the lakeshore. In camp, his dialogue went back to the prompts prior to doing the Wake Art quest. Went back to Art. He was still alive. Went back to Halsin. Still old prompts. Had to reload old save and not travel to another region to keep Halsin at the Lakeside.

I feel like we should be able to travel where ever we want without losing progress? I may post this as a separate thread, as you have done some things differently than I did.

There are a lot of problems with this quest. It's not always obvious as to what you are to do or when to do it. There have been several related to this quest.
I did things in, apparently, the wrong order which has left me with no great desire to continue the game.

I found this boy before speaking to dead Art, played with him, won and now he just walks around the house without anything new.

This is getting to my nerves... because I want to lift the curse and recruit Halsin and yet some stupid bug prevents this...

saw Halsin at the shore but decided to go for other stuff
when I came back he was gone from the shore
decided to finish Towers
He's at the Towers telling me that I shouldn't help him as I have more important stuff to do and goodbye...
Like C'mon dude... I know how to help you but you're just fffff me off ;<<<<

To anyone wondering, I decided to continue play through, I defeated act 2 boss and after that Halsin appeared at the lake shore so I could finish the quest! Glad I pressed on.

But it's still a bug that needs to be fixed and it seems to affect a lot of people
