If leaks are to be belived adding upper city would solve our problem. And considering that Karlach has literally nothing to do in act 3 I kinda belive them.
But if upper city is ever to be added, it will definetely be in DE, as it would be a TON of work. Im still advocating for just one more quest so I can fully enjoy the game, and wait for everything that is to come. And I still stand by my words that asking for one more simple and short quest is not unresonable
