You had control over a group of NPCs getting summoned in the first place. In an area with innocents. While you dont have control over what these summons would do.
Basically your logic is you only exploded the bomb, but you didnt tell the victims to stand close to the bomb, thus you cant possibly be blamed for the bomb killing them.
