Just ran into this bug myself. I was trying different things to get him to "unlock." such as polymorphing (that got him to move and he started walking towards the conveyor but then spun around and walked back to his same position next to the "dragonborn." Haven't tried dimension dooring him. Not even sure I can but will try various things to get him to move. .
No joy so far.
