I have the same problem, especially with the 'Topple' never, ever working. I keep seeing snippets of comments online that the "Halfling Luck" racial feature it broken and may actually be doing the opposite and making enemies have advantages to save from going prone. that's what I'm on the forum to figure out. Fingers crossed 'cause i'm 15 hours in and really don't to abandon this cool character.
