My guess is the queen is busy hunting down all of Dribble's body parts. That guy is all over the place.
I’ll confess that in my first (and so far only) BG3 run, finding all the bits of Dribbles was one of the few quests I hadn’t completed before the end. He really is unnecessarily widely dispersed.
