Talk ti everyone in The Throne room inside Moonrise. Not saying it will solve it for you, but I would try that.
If that doesnt work try spraking to everyone at camp.

PS: Damn only 40hrs? Thats some speedrunning there. I spent 40+ hrs in ACT 2 alone. And another 70+ in Act 1 :P.
