Right now I'm reinstalling the game and if that doesn't work, I'll try rolling back the patch.

Rolling back to an early patch helped me a great deal, but of course those early bugs will be present. Textures still pop in a bit, but it's nowhere near as bad as it was. I followed this guide and haven't had any problems at all:
