I readed a lot forums and solutions about this quest. Yes you're right and I surprised because kill everybody in shop is only one path finish this quest. Climbing on roof isn't intrest options because player must be kill NPC in room, not make a sabotage or someting.
I droped this solution and maked my option. In that my team clear reputation and "Flamming fist" not angry.
