I must apologize to the developers. The error has nothing to do directly with patch #3. The problem in my case was caused by a mod, mod: "Carry Weight Increased". I deleted it from the mod folder and lo and behold the game runs like before. No error after the conversation with the dealer and also no error when loading the game afterwards.
Check your mods people.
