Different writers, I assume. And probably a more rushed process with Halsin's story. I mean, I think he's pretty nicely done in ACT 1, okay in ACT 2, which are the parts I also assume were sort of meant to be there to begin with too (didn't he stay in your camp after cove celebrations in EA also? Or maybe he didn't and I just remember wrong, again. It's been a while.). But anyway, the minute his personal quest ends, it's like he's possessed by someone else and everything about him changes. Sort of implies a rushed ending that didn't go through the same feedback/revision cycles that other, long-planned, characters did. And it's just such a shame because he could have been amazing.
