When a character has been knocked down and later helped (through the Help action or spells like Healing Word), shouldn't they have an action point in their next turn? I notice that this also happens when a character joins a battle late.

Unless I misunderstand the release note, I thought that this shouldn't happen any more after Patch #2 because one entry in the release note says "Fixed your resources not getting restored on your next turn if you join a combat late." Perhaps this hasn't been properly fixed? My game is already on Hotfix #6 (version 4.1.1.3700362).

This is intentional as far as I can see, and unrelated to the entry you quote. I doubt it's getting "fixed" because I'm pretty sure it's working as intended, though it is something of a "house rule" on Larian's part with respect to the 5E ruleset.

You're not supposed to have an action after being raised from downed. That's intended.

If you entered a combat late, by attacking (or using any other action) from outside of combat, that's your action from that turn. You didn't lose it, you already used it.
Not even assassins are supposed to get that action back, their action recovery is only supposed to work if they're the one who initially started the combat.

If I'm not mistaken, such restrictions don't exist in other similar games like Baldur's Gate 2 or Divinity: Original Sin 1 & 2, so it feels odd encountering them in this game. Of course, I'm not saying that this game should work like those other games despite my personal preference, but given the precedent set by them, and those games were popular too, this kind of differences should at least be explained in the tutorials if they are indeed working as intended.

I guess they did this because characters needs their action to stand up. As for opening combat, if you surprise enemies by attacking one you do get an other action when combat starts.

My understanding is that standing up consumes movement instead of action, especially since another character has spent their action or bonus action to help the downed character to get up, so this feels like a double penalty. And since the character who has just stood up can't do much without an action point, it is quite likely that they''ll be downed again soon.
