Good people get bitten to death by their own dogs all the time, so why couldn't they be evil? I mean, it's not like they know how the puppies will be raised... Remember, they are gonna be raised in an
evil lair.
Besides, puppies are cute and once they're big they can tear off the limbs of the good people.
