I am honestly at my wits end with this quest chain. I think I've read up on every single reddit thread, youtube video, and even tried searching for threads here in the forums to no avail. I'll spoiler just in case!
Everything I read mentions you have to take out everyone in the building. Aside from a single child who comes in and out of the front door I did exactly that. No matter what I do, no matter how strategic, this quest will not complete. Going into the basement has nothing quest related and I have been to the top floor. I pick pocketed a note off the NPC in the back smaller rectangular room before ever fully infiltrating the whole building. I've read every note I've picked up off each body after taking down every enemy and it doesn't advance the quest. The only people I didn't kill in this area are the 3 Fists + Steelwatcher standing outside the front door, plus the other Fist on the street below talking to a citizen about the stink in the area.
It still shows in my Journal, in this order:
- We used the passphrase for Felogr's Fireworks to get to the next floor. We'll need another way into the uppermost floor, however.
- We interrogated Arfur, and he confessed to donating the exploding toys. He claimed he was getting instructions and supplies from Felogyr's Fireworks in the Lower City. We should investigate.
I have no clue how to advance this quest. I've seen and read that
killing everyone completes the quest. It didn't do that for me.
There is no one else to talk to. Long resting does nothing as there are no NPCs left to come back to the building because I already took care of them all.
It's been something like 6 hours total I've been trying, desperately, to get this quest to finish in my journal. If anyone can help, or confirm my game is just bugged, please let me know.
