The way the quest works:

1. You talk to drunk Rolan in the Last Light Inn. He tells you how his siblings were taken.

2. After you go to camp once (it doesn't have to be a long rest, just hitting "go to camp" does it), he will be gone from the inn and a hologram will appear where he was standing. Talk to the hologram to get his quest (you can also get his quest by running into him fighting the shadows).

3. Go to the docks and kill the shadows before they kill him.

If you cross the bridge into town, he will die. If you walk close to that general area and then turn around and go somewhere else, he will also die. Once you're even remotely close to the docks, you need to go rescue him immediately. Like I said, it's really bad game design. I'd just keep going and then rescue him on another playthrough.

They should have made the scene take place on the bridge so you can't miss it.
