Does anybody have any tips on how to fix the inactive planecaster bug?

When giving the artefact to the inquisitor dude, it does not show me the following cutscene with Vlaakith and results in the inquisitor telling me to put the artefact in the planecaster and the planecaster saying it cannot be used

I talked to the healer and the other commander before entering the inquisitor's room if that makes a difference the only significant person I didn't talk to was the person looking after the egg

I already tried reloading and made sure my character has the artefact in their inventory but that didn't work

I even tried just killing everyone in the inquisitor's room to see if that would trigger the cutscene but that doesn't work as well

So if anybody has any tips feel free to share

in act 1 did you fight the gith patrol and take a certain map?

the gith patrol right before entering the mountain pass? i was able to deceive them so I didn't end up fighting them, what map is it?

RESOLVED !!!

I had been researching this bug for days. I had tried every suggestion I had read to fix this. I had no luck with any of it. I had triggered the Vlaakith scene in previous play-throughs, and could do so by loading those saves, so the only variable had to be something different specifically about this play-through.

The problem was Volo's Ersatz Eye.

In other play-throughs I did not let Volo replace my eye. In this play-through I had allowed him to do so. I loaded a save from before the eye surgery, rushed back through to the Inquisitor scene, and Vlaakith triggered properly now that I did not have the magical eye.

I hope this helps others who have been frustrated by this bug.
