I actually made a report and got this answer after hotfix 9: This issue should be now fixed.
So I go into House of Hope - the hair is still very dark. Ok... I started a new game, the hair is still dark. They fixed the lighting I think, but the patch notes definitely lie, Raphael did not get his old hair color back and I don't think he will.
