Raphael was moved from camp to show up in the wilds... last time i got him at the old Harper look out but i assume you are playing with mods
Exactly where I just found him this playthrough, good idea for OP to check there. And fwiw, I too play with mods but have never had the issue of not finding Raph somewhere.
