It was like that before and it gets worse the more you play. Wait until you get to act 3. The city won't even load. Cutscenes look like an impressionist painting. Characters faces, amor and hair lose all rendering.
I've been having this issue before the hot fixes and it does get worse unfortunately. I like to take a lot of screenshots but they all look bad because of the unloaded/blurry textures.
