FSR is Fidelity FX Super Resolution, a technique AMD made that allows for rendering at a lower resolution and then upscaling for final display, using various algorithms and sharpening techniques to mitigate any potential image quality lose.
As for the OP, Larian has always been very closed about timing for updates and in my opinion for good reason. Developers get hammers when they give update specifics before release. If they come out later they are hammered for not being on time. If they come on time but the feature has an unforeseen issue they are hammered for not making it right or rushing it.
Back in the early days of PC Gaming devs spent a lot of time on forums, talking to gamers. It showed in game features and later updates. However communities became toxic for developers. Demanding changes because a few gamers did not get their instant win button, or insulting devs for an issue that was undetected or for missing deadlines. Devs just reached the point that for their mental health it was best to avoid forums and focus on their work.
