the main issue is the quest can be started wrong which then leaves no way to correctly finish it
correct step 1 is to read the guys mind to find out he is hiding something under the house and that is why he wants to kick the refugees out
correct step 2 is to search the house lower levels past all the traps to find what is hidden
correct step 3 is to then go talk/ kill the watch guards to find more toys in the donation wearhouse... this is also where many people find out about this quest
then you can take a bride or not to get into the city and thats the end until you find the next location
once in the city you can come across the fireworks location without even having the quest and nothing you do matters because your quest is out of sync with itself
