Given that I play spell-casters with limited spell slots, I cannot possibly imagine this game in terms of "number of long rests per Act." It would be in the dozens to hundreds is my assumption. I long rest every time I run out of spell slots, unless there's a time-sensitive quest active.
If you're not playing a class with a limited resource, you should definitely long rest frequently until nobody in camp gives you any new dialogue. Then advance the storyline until people start giving new dialogue again.
(Presumably the bear cub is the owlbear cub.)
