how do i get 2 hand crossbow at lv1 or 2

Kill Imps in the prologue and loot them.

The blacksmith in the Emerald Grove also sells them. His inventory refreshes on a level up or after a long rest, he might not have 2 right away, and almost certainly won't have 2 +1s right away, but you can and should check in with him whenever you're in the area and it's a new day or after you've leveled up, and you should get two of them soon enough.

Those drop light crossbows, not hand crossbows ?

Yes, light, not hand.

Bard starting equipment includes a hand xbow.
Can then respec as soon as you get withers.

Why would anyone ever spec out of Bard ? SCNR

Also you get just ONE hand crossbow ... this was about getting two. If you have only one, well then light crossbow is better.

Also you get to Withers at level 3 or so, the earliest. At least thats my experience. So be prepared to be Bard for quite a while.

I got to withers at level 2 twice now. Does he not appear the next time you go to camp after you have let him out of coffin.
Sure you only get ONE hand crossbow but you can get the second in Emerald Grove. Seems to me the earliest you can get 2 hand crossbows
