I feel bad for the Insurance actuaries for these cities - I mean everything seems to go wrong in Neverwinter and Baldur's Gate - who would want to live there?
Maybe you get the people who are like "surely, nothing else terrible could happen...right?"
It's like the people who figured out that the best time to go on vacation to a place is right after a terrorist attack, because everything is super cheap and security is really good.
