First play, On ACT 3 (confronted Rapha, solve the water mistery sub, etc). I found a way to kill the dragon under Wyrms Crossing. Went back and afterwards CANT TELEPORT, WALK OR LOAD anything that puts me back inside Lower City or BG city. It's been like this for months. KINDLY fix this, its really frustrating. Specially since i love this game so much.
