Yeah, this quest has been buggy since release. There is no clean way to resolve it I feel and the guard will get triggered far too easily - sometimes just for looting bodies.
I resolved the quest by having an invisible person place more explosive barrels all over the top of the store and then I had Jaheira shoot a firework through the open window from the roof next door into the top floor, which feels apropos, and results in a massive explosion that kills everyone. (Improved Invisibility is needed here - there are not enough barrels to kill everyone reliably, especially on tactician, you can find more barrels in the basement)*
Watching that Firework sail in through the open window and into a barrel was *chef's kiss*
I roleplayed it as an "accident" and my people were just coming in to help and see if there were any survivors while secretly looting the corpses and looking for additional information.
I recall there is a note or book that you DO have to read that references the Iron Throne and maybe that is what ends the quest, but I am not 100% sure.
*I am firmly against Barrelmancy - however I made an exception here because it made sense thematically and the explosives were already mostly in place - it's just that since Larian didn't finish Act 3 they didn't put enough explosive barrels upstairs to insure that everyone would die regardless of difficulty level. Logically, if all the existing barrels had gone off in that enclosed space and no one had a warning that it was about to happen everyone would of course fucking die.
