I'm trying to make act 3 bosses more difficult, and giving them an extra action would go a long way since you get 3-4 turns to the boss's 1. This might make them way too difficult, but I wanted to give it a try.
I set their action points to 2, but they don't seem to use them. I did test giving Astarion a second action which only worked if I started a new game as him, but the bosses should have had the game started with the extra action.
Is there some way I can change the AI to make them use both actions, or is it not possible?

If only the game system had a mechanic that allowed for powerful targets to act outside of the established turn progression so that they could keep up with player party action economy and continue to pose an interesting threat throughout the combat round.

Oh wait, the 5e system does have that. They're called legndary actions, and Larian decided not to implement them.

Edit: Sorry, that's not helpful, I know... but there is a possibility that if you look at the mod community, you'll find folks working on mods that try to bring the game closer to actual 5e rules, and they may have the answers you're after, if they've worked out how to give bosses legendary actions and legendary resistances.

Larian also made Haste a lot better by letting you actually do 2 actions instead of "sorry only one attack", so they could just do that for bosses. I understand 5e can't do that because of the rules on actions, so that's why they have legendary actions.

"Made better,". You mean they made it broken.

Anyway, legendary actions now are in in Honor mode.
Weirdly enough there doesn't seem to be a way to enable them as an option in a custom game ( and if there is one, I missed it).

Party control in Baldur's Gate 3 is a complete mess that begs to be addressed. SAY NO TO THE TOILET CHAIN
