It also plays at the entry point from the goblin camp to the Mountain Pass, like in a spot northwest of the goblin camp proper… but it sounds like the scene probably won’t play for you at this point if it hasn’t already. Sounds like a bug… quite a mess of one.
It’s bad because you’ve missed valuable story content. Have you met your Dream Visitor? That camp cutscene (where you meet him/her) normally happens on the long rest directly after the scene you missed.
Not sure what the “shielded” condition is, but it is bad if you haven’t met your Dream Visitor by Act 2.
