As of Patch #4, Halsin is entirely missing his *Report To Halsin* quest objective dialogue scene, which is triggered as soon as Minthara leaves to raid the Grove while other Goblin leaders are still alive.
The scene is supposed to let the player warn Halsin about the imminent threat to the Grove after which he scampers off as a rat to defend it, but unfortunately this entire scene is missing for some reason so the objective cannot be completed.
