The Emperor was added last minute to the game in a massiv rewrite. Of course nothing makes sense.
To add to his "reveal" and how little sense it makes, not only had Larian to retcon established lore, which sadly is likely to become official, it still leaves a hole of several centuries where he was MIA and did nothing.
