This is the answer.
You used mods on your profile, then turned them off while thinking that it is enough. But it is not. Since mods could be made by anyone, both professionals and amateurs, they can bring instability in many unpredictable ways. Many of them also affect the save files.
And it is important to understand, that the mods for previous patches and save files with those mods are not compatible with the new patch(!). With any newer patches.
This is the downside of using mods.
I also want to remind you that many modders write in the instructions for installing mods about the need to disable telemetry. And they are quite correct about that. That's because data from user is not representative anymore, while contains errors from mods.
If you want to play the new patch without problems, then you should remove completely all the old mods (clear mods folder) and all soft for mods (like Script Extender, all files it's creates, etcetera) and start a new game. You will be able to gradually restore your mods when the authors update them for a new patch.
