If you're using Steam, disable the game overlay in settings.
If you're using GoG Galaxy, disable the game overlay in settings.
The game should hopefully load up just fine after you disable the game overlay options on Steam and GoG Galaxy. This bug was introduced a few big patches ago for me and is still there and very annoying. I don't know why the game overlay options for Steam and Galaxy cause this hang up, but it has taken almost 7 minutes for me to get past the load screen and to the game menu.
