So, the question is in the title.
During honor playthrough, Laezel were accidentally kia in camp during cutscene, so Voss did not come after inquisitor death.
In act 3 he was not near Raphael, also could not find him in sewer.
Does it mean, that this is it and no silver sword for me? (I am playing git character, so I need it, just because)
