Fascinating, I haven’t had the problem where the gnomes keep you from cutting off Nere’s head. But I’ve always straight up killed him. I think it’s normal for NPCs to turn hostile if they catch you probing their thoughts. I don’t think that part’s a bug. It’s intentional. But the part about not being able to cut Nere’s head off sounds like a bug.
