I experienced this, although it didn't get worse with more actions or exploration. It only happened when I was at Moonrise Towers. It really ruined a lot of Act 2 cut scenes for me.
I am pretty sure it also happened in a specific area in Act 1 but I don't remember where. Not in any central hub though.
