This is mostly a thought experiment, since it's likely things were cut for story or pacing reasons. But in an ideal world, these feel incomplete to me:

1) Halsin letting Kagha off the hook for... reasons
2) Shadow Druids completely dropped. The only further mention is Halsin distaste for the city and asking if they were right
3) The dead tree and poor druid in Act 3
(can you tell I like druids?)
4) Omeluum feels unfinished. I personally disagree he should be able to suddenly make a happy ending -- he's not a fighter -- I do feel it seems like it just drops off. Part of that perhaps is the fact the Ring of Mindshielding doesn't work how he says it does.
5) Unless you are a lore junkie, you don't really know the strange ox is evil. He's a great ally, but why does risk his life for the simple favor you do him? Does he have a connection to the city? Does he really want to retire? Or does he have some ulterior motive to getting inside?
6) Mol. Anything.
7) There are a couple of refugees with lines that beg you for money, but you can't give them anything.
8) The wavemistresses as any ally. If you have already killed the submarine, you can't even tell them afterwards. A bolt of lightning from Umberlee would feel great.
