No, neither of these factions were present or even mentioned in the old games. I don't think there even is a single Svirneblin in BG1. There are some in BG2, but in their own Underdark home.
But, Gaerdal Ironhand and Gond are Forgotten Realms deities; both heavily busy with inventions; which is why they're rivals. Gond isn't necesarily a Gnomish faith, though, while Ironhand certainly is.
