Don't know about anyone else, but, from Larian, I expect it to mean "Do nothing directly to inhibit or block mods, and occasionally talk about the cool things modders are doing, sometimes.", and not a hair or finger lifted more.
Nailed it, Niara. That was my point from the beginning and this is more or less the extent I'm expecting from their "support for modding".
Maybe release a couple of "gift bags" including some of the most popular mods sometime down the line, like they did with DOS 2, and little more on top of it.
And to be clear, I'm not even trying to shit on Larian here, it's just the way things usually go when a dev goes for a non-committal statement like "We plan to support modding... someday, somehow".
