RESOLVED: I have been playing the game with no narrator and really missing it. It was not able to find anything online at all except others having the same issue.
I finally started poking around in the Xbox settings and I had all the high end videos options enabled, including Dolby Vison. This was the culprit! I turned off this video option and now I can hear the narrator.
