I’ve never seen them chatting in Act 3, but I’ve only been playing with Patch 2 and onwards. Not sure if something existed previously and bugged out. Act 3 is significantly more underdeveloped than the first two acts though, so I wouldn’t be surprised if there was no ambient dialogue
