I have tried literally everything, Mayrina wont talk... I kill ethel, I talk to her... nothing

I have restarted this quest from every concievable point in teh quest, including restarting the game

Once I save Mayrina, she just stands there and wont talk to me.

Someone suggested it was my mods... I removed all my mods...

Tried again, all the options... Mayrina doesnt give a fuck.

Edit: just to be extra clear... Mayrina steps out of her cage, stands there, says nothing... and does nothing...
