If you started the game after installing 1.34 (upgrading mid-game does not help), Finnigan should have them in his list of goods for sale. IIRC, you have to exit the conversation where you give them back, then talk to him again so his trade item list is updated.
I finished the game under 1.32, and also kept the lockpicks rather than complete the quest.
