Yeah, so, the game wants you to Romance *someone*. So long as you aren't committed to one, the guys in camp will all pursue you from Act 2. It has nothing to do with how well they like you at all. If you 'miss out on one', you'll get the next one after you. It's super annoying. Shart and Astarion require commitment in Act 1, and will never offer after unless you went for them. Lae'Zel can be flirted with from... I don't know the Blightest Village onward until late Act 2, but Gale and Wyll come after you no matter what - unless you picked someone else.
Gale will give you an advance warning, about how battling monsters make him thirsty. If you ignore that, Wyll will literally come out of nowhere with his gay dance upon resting. The only way I know of to not get that scene is to sleep with someone else.
