Raphael was a very difficult battle for me
(maybe the most difficult, even over the Orin duel?),
but I would be okay with an additional level of difficulty. (Especially since Hope gives you a free total party resurrection and stuff.) After all, you do have to get through him to get some of the best items in the game.
