- The Reckless Attack sometimes not being usable seems to be a wonky bug which can occur from time to time.
I haven't been testing this one too much, but from what I've been observing it usually happens when it's auto-applied on a missed attack. So at the start of the next turn it will say it's not usable, but then magically would become usable when I make an attack. It's like the UI doesn't update properly so it's quite wonky at times.
- As for the Wolf Aspect; basically you start raging and any enemy that is within 2m of your raging Barbarian will get the Wolf debuff. This allows all your allies to have Advantage against these enemies, but ONLY for melee attacks. Ranged attacks do not benefit from this, neither does the Barbarian themself.
If it isn't working at all then I do not know why, it works perfectly fine on my end.
Personally I use the Tiger Barbarian though, it's an insane class with a very nasty AOE and crowd-control that can entirely lock down groups of enemies all at once.
