I've seen her talk immediately after Ethel was dead as a sort of forced cutscene recently. I'm not sure why you're not getting it, but it might not be achievable by clicking on her
Most likely scenario: broken flag. She does not register Ethel is dead. I've encountered some myself, and other people have as well. There is almost never a way to fix it. I'm sorry
