Rolan will tell you that Lorroakan's tower is in the Upper City, despite it being in the Lower City now.
Lorroakan's tower is in theory in the upper city, that is why you have to access it through a portal. If you go out on the balcony, you will see the (fake) upper city and further in the distance the lower city.
I haven't checked the recent patch, but in Auntie's house you could find the letters to her sister in Baldur's Gate, even though there is no hag coven in the city anymore.
